REACH what you must do
Pre-registration
You must pre-register the chemicals you intend to import, manufacture, use or supply, plus advise their intended use to the European Chemicals Agency [ECHA] if they exceed 1 tonne per annum.
This means you need to have spoken to all your suppliers and customers and ascertained their supply requirements and purpose of use.
Additionally you must also calculate the tonnages you intend to use as this will affect your deadline date for full registration.
This must all be done by 1st December 2008 which is the pre-registration deadline.
Decide your REACH category
Importer
An importer is any business or company that imports chemicals from outside the EU to either use in its manufacturing process or for resale
e.g. If you import scented candles from China to resell then you are an importer. If you are a candle manufacturer and import the chemical scent from China to add to you candles then you are also an importer as well as a manufacturer.
User
A user is anyone that buys chemicals from within the EU and either uses or distributes those chemicals but does not change any chemcial formulation.
e.g. A company that buys anti-slip paint from a business within the EU for use within their business is a user. [If the paint came from outside the EU they would also become an importer]
Manufacturer
A manufacturer is any business that produces chemicals either from base or by combining various chemicals purchased from other suppliers to make a new chemical. [N.B. If any of these chemcials are purchased outside the EU then they also become an importer]
